Minutes of the Annual Parish Council Meeting held after
the Annual Parish Meeting on the 13th May 2009

The clerk took the chair and asked for nominations for Chairman: Mrs Lorna Herniman was proposed by Mrs C Pedlar and seconded by Mr N Hopkins. All councillors in agreement, Mrs Herniman accepted the post.
Vice chairman: Mr G Hookway was proposed by Mr N Hopkins and seconded by Mr R Petherbridge, all councillors in agreement.
Recreation field representatives: Mr A Chamings, Mrs L Herniman, Mr B King and Mr C House.
Area Advisory Group representatives: Mr B King.
Declaration of Interests –
Councillors are invited to declare any personal or prejudicial interest, including the nature and extent of such interests they may have in any items to be considered at this meeting. They are also reminded to consider whether in the light of recent activities any items within their Register of Interests should be updated.
For the record the Deeds of the Recreation field are held at Lloyds Bank in
1).The minutes of the meeting held on 15th April were agreed and signed.
2). No resolutions were brought forward at the Annual Parish meeting.
3). Clerks report.
i. A rough sleeping survey has been received no response is to be made.
ii. The DPFA AGM and Conference is to be held at Chulmleigh Playing Field and Pavilion on the 2nd of July.
4). Chairman Report, An additional trustee was asked for on the Alms House Trustees, Mr Colin House volunteered.
5).Highways
The Parish Lengthmans gang are to visit the Parish; week beginning the 18th May various problems have already been forwarded but the blocked drain outside the Beeches and the Dodscott to Beara road and Gaydons Hill are all to be reported.
6. County/ District Councillors items
The Power of Community poster have been placed on the Notice Boards, if anyone has any suggestions the closing date is the 28th May an application form is available from the clerk. TDC are holding consultations events in relation to the advancement of the ND and Torridge Core Strategy the first event is on the 19th May at Merton.

ii). The clerk salary was deferred to the next meeting. ii The Fixed Asset register was discussed and agreed to keep as before at £35,081,

9). The Freedom of Information Act has been completed and was adopted by the meeting, all in agreement.
10) Correspondence
i. The DAPC Newsletter was circulated.
ii. A letter has been received from the Equality and Human Rights Commission regarding employment.
iii. Further information has been received regarding the Digital Switch over
iv. The Playing Field was circulated.
Mr Petherbridge spoke to the Wicksteed inspector regarding the Play Equipment on the recreation field with various problems highlighted as needing attention, The Recreation Field committee are contacting the supplier of the equipment due to the rotting of the wood with the equipment having only been in place for approximately 4 years. Also it was highlighted that the small gate should have a spring on it for automatic closure and the large gate should be kept locked at all times. The Inspection report is to be awaited before action is taken.
Mr Bill Tanton’s children have requested that they would like to put a memorial seat on the Playing Field in Mr Tanton’s memory, all councillors agreed to this request.
